Their pass certificate recalled, GMC revokes registration of 3 Foreign Medical Graduates | India News

The Gujarat Medical Council Saturday said it had revoked the provisional and permanent registrations of three Foreign Medical Graduates (FMGs) after their “pass” certificates were retrospectively recalled by the National Board of Examinations in Medical Science (NBEMS) over their alleged ineligibility to appear for the Foreign Medical Graduate Examination (FMGE).

The order from the Gujarat Medical Council, dated January 13, stated, “Your Provisional and Permanent Registration issued by the Gujarat Medical Council is hereby revoked and recalled with immediate effect. You are directed to return the original Provisional and Permanent Registration certificate to the GMC within seven days.”

The order further makes clear that the FMGs are “prohibited from practising medicine under the revoked registration, and any attempt to do so shall be considered unlawful and subject to legal action.”

The Indian Express has also learned that these three FMGs from Gujarat are not the only ones who have retrospectively been declared ineligible for having appeared for the exams in 2022 and 2023. The (NBEMS) had recalled the Pass Certificates of at least eight persons across six states who had appeared for FMGE.

The Indian Express has accessed letters sent by the Assistant Director of the Department of Education Conduct of NMEMS to the state medical councils on January 27 that declared the Pass Certificates of these eight persons being recalled. While the maximum number — three — are from Gujarat, one FMG each is from Maharashtra, Andhra Pradesh, Delhi, Karnataka, and Rajasthan.

The common link between these eight persons is that they are all FMGs from LLC Caucasus International University, located in Tbilisi city of Georgia in Eastern Europe.

All the orders from the NBEMS contain the same reason for the recall of the pass certificates: “After a thorough examination, it has been brought to our notice that your primary medical qualification course is of six years, and the internship starts during the 6th semester and spread across 12th semester in your LLC Caucasus International University.”

The orders further stated, “The sixth-year syllabus mentions new subjects being taught by the University. Hence, the submitted provisional certificate was misleading to seek eligibility for the exam and your degree is after the cut-off date of the respective session. Accordingly, you submitted false documentation to prove possession of the primary medical qualification without actually completing the course towards the minimum eligibility for the FMGE. Consequently, your participation in the exam is invalid and your FMGE Pass Certificate is being recalled.”

The orders from the NBEMS further said, “You are hereby cautioned not to present the above said certificate to any of the state Medical Council or to any other organisation for any purpose. In an event you have already presented the said FMGE certificate to any medical councils and sought/are seeking registration, you are advised to inform the said Medical Council(s) also about the cancellation of your
candidates.”
