Security cameras captured the man sprinting towards an orange Kia Sportage before he hopped in through the open driver’s side door about 4.05pm on Wednesday.
A woman chased after him, opening the car door and clinging on as the vehicle took off in a cloud of smoke and dust.
Inside the car was a child.
“Shortly after, the child was located safe and well by police,” WA Police said.

The babies were found “safe and well” by police soon after.
Both cars have been recovered but the man who took them remains outstanding.
Detectives say he is 160cm tall with a slim build and dark complexion.
He was wearing black track suit pants and at one stage a black hoodie and was carrying a white clutch bag.
