Islamabad May Get Its Own Elected Government

A sub-committee on administrative reforms has proposed establishing the Islamabad Capital Territory (ICT) Government similar to New Delhi’s governance model.

In its interim report, the committee, led by Barrister Zafarullah, recommended creating a representative government with democratic control in Islamabad. The proposal calls for transferring certain powers from the federal government to the ICT administration.

The report suggests consolidating scattered departments into a structured system resembling the Gilgit-Baltistan (GB) provincial government. An elected assembly for Islamabad would be formed, but key areas such as home affairs, police, and master planning would remain under federal control.

The assembly would elect a mayor, who would oversee the ICT government and be accountable to the elected representatives.

Departments under the ICT government would be categorized into four groups: Social, Economic, Development, and General. The mayor would manage all affairs except those under federal jurisdiction.

The Capital Development Authority (CDA) and other institutions would report to the ICT administration. Instead of a chief commissioner, a chief secretary would be appointed.

To implement these changes, the Islamabad Capital Territory Act 2025 would be introduced. For interim governance, an executive order under Article 258 of the Constitution could be issued, similar to the GB Order 2018. The legal framework is expected to be drafted within a month.
