The damning report states the council has been ‘heavily reliant on the drawing down’ of the now ‘extremely low’ reserves to cover day-to-day costs, something officers have warned is unstable. Reserves fell by 25 per cent in 2023/24, and are projected to drop to £20.3 million next year, a loss of £41.7 million in four years.
